Ningbo University Marks 40th Anniversary and 30th Year of Merger: What Foreign Founders Can Learn from Zhejiang’s Talent and Innovation Push

Ningbo University celebrated its 40th anniversary and 30 years since its three‑campus merger on October 24. The event highlighted Zhejiang’s commitment to higher education and innovation—key factors for foreign founders considering company registration in China.

Ningbo University Celebrates Milestone Anniversary with High‑Level Government Support

On the morning of October 24, Ningbo University held a conference to mark its 40th anniversary and the 30th anniversary of the merger of its three campuses. The event underscored the close ties between Zhejiang’s higher education institutions and the government’s broader development goals—context that foreign founders should note when planning to register a company in China.

Among those attending were Ding Zhongli, Vice Chairman of the Standing Committee of the 14th National People’s Congress and Chairman of the Central Committee of the China Democratic League; Han Qide, Vice Chairman of the 12th National Committee of the Chinese People’s Political Consultative Conference; and Liu Jie, Deputy Secretary of the Zhejiang Provincial Party Committee and Governor. Wang Cheng, Deputy Secretary of the Zhejiang Provincial Party Committee and Secretary of the Ningbo Municipal Party Committee, delivered a speech.

Government Emphasis on University Development and Talent Cultivation

Wang Cheng extended congratulations to the university’s faculty, staff, and alumni at home and abroad, and expressed respect to the global “Ningbo Bang” community and friends from all sectors who have long supported Ningbo University and Zhejiang’s educational development.

He noted that 20 years ago, Xi Jinping, then Secretary of the Zhejiang Provincial Party Committee, expressed the expectation that Ningbo University would become a top‑tier local comprehensive university in China. Over the years, the university has worked diligently with local government support to enhance its comprehensive strength, providing a vivid example of the leapfrog development of higher education in Zhejiang and China.

Wang stressed that at this new starting point, Ningbo University should align with Xi Jinping’s “4+1” important requirements and the Provincial Party Committee’s “132” overall work deployment, focus on the “Double First‑Class” construction task, and strive to be a pioneer in nurturing talent, driving innovation, and serving development. The goal is to build a gold‑standard card for a first‑class city, a source of innovation, and a reservoir of scientific and technological talent, thereby demonstrating greater responsibility in serving national strategies and local development.

The Provincial Party Committee, Provincial Government, Municipal Party Committee, and Municipal Government will continue to fully support Ningbo University’s development, increasing service and support to provide better conditions and a superior environment for the university’s construction and growth.

Event Highlights and Attendees

Also present were Zhejiang and Ningbo leaders Ye Zhengbo, Shen Mingquan, Fu Zumin, and Chen Long. Cai Ronggen, an academician of the Chinese Academy of Sciences and President of Ningbo University, delivered a report on the university’s development.

Attendees included representatives of the Chinese Academy of Sciences and Chinese Academy of Engineering, heads of some domestic and provincial universities, prominent Ningbo natives, alumni representatives, and faculty and student representatives.

Implications for Foreign Founders Setting Up in China

For foreign entrepreneurs considering company registration in China, Zhejiang Province—and Ningbo in particular—offers a supportive ecosystem for innovation and talent development. The government’s strong backing of higher education, as evidenced by this event, signals a commitment to creating a favorable environment for research, development, and business growth.

Foreign founders can leverage local talent pools, government‑backed initiatives, and the region’s focus on “Double First‑Class” university construction to build and expand their operations. The emphasis on nurturing talent and fostering innovation aligns well with the needs of technology‑driven and knowledge‑intensive businesses.

When registering a company in China, foreign investors should consider locations like Ningbo that combine educational resources with strong government support. The presence of top‑tier universities can facilitate partnerships, access to skilled graduates, and participation in innovation programs.

Additionally, the government’s pledge to improve services and the environment for universities indirectly benefits the broader business climate, making it easier for foreign companies to integrate into local ecosystems.
